With lease-up financing, you can lock in permanent-style debt while units are still leasing. The main lanes: Freddie Mac's Lease-Up loan, Fannie Mae's Near-Stabilization execution, and bank or debt-fund bridge. I'm Carl Riggins. Through RECAPITAL.ai, I arrange all of them for Colorado sponsors on the Northmarq platform, marketing each request to 500+ capital sources. Deals from $3M to $100M+.
The months between certificate of occupancy and stabilization are where developers quietly give returns back. Construction debt is the most expensive money on your project, and every month you carry it past completion is margin handed to your lender. The permanent market doesn't actually make you wait: agency lease-up programs will rate-lock and fund against a leasing trajectory, not a finished rent roll. Most sponsors don't ask.

Denver's construction pipeline sits at a five-year low after six straight quarters of shrinkage, so assets in lease-up today face less new competition each quarter — and lenders know it. When the forward supply picture is thin, agencies and banks compete for pre-stabilization deals they would have passed on in 2024. The leasing curve they're underwriting is the one the market is currently handing you.

Which lane wins depends on one question: do you want to sell certainty or buy flexibility? If today's rates work for your returns, an agency lease-up lock removes the exit risk entirely. If your rents are still proving out ahead of pro forma, a bridge keeps the upside open — at a price.

A lender looking at a 55%-leased building isn't asking where you are; they're asking how fast you got there and what the last thirty days of traffic look like. Strong absorption with rents at or above underwriting beats a higher occupancy number that took eighteen months. They'll also want sponsor history with new construction — this is one product where the résumé is underwriting, not marketing.

Earlier than most sponsors assume. Agency lease-up programs engage before stabilization, against a demonstrated leasing trajectory. If the building is leasing to plan, the conversation can start at certificate of occupancy — not at 90% occupancy.
There's no single number; lenders underwrite the leasing curve and the submarket. A building leasing fast at pro-forma rents qualifies sooner than a fuller building that limped there. The faster your absorption, the earlier the permanent market shows up.
If the exit math works at today's rates, take the certainty. If your business plan still has meaningful rent upside to prove, a [bridge loan → /colorado-bridge-loans] preserves it. The wrong answer is defaulting to a bridge because nobody showed you the agency option.
If the asset is on plan and just needs time, this page's products are the answer. If there's a valuation or budget gap no new loan covers, that's rescue capital.
